Jessica Abram, MPA, is the Founder and Principal of Bloom Education Group.
Her journey is rooted in a firsthand understanding of educational challenges: she is former middle school English teacher in the Mississippi Delta.
In supporting her students to consistently outperform state and district averages, Jessica witnessed the critical need for effective research and program evaluation
Frustrated by the cycle of implementing initiatives without clear metrics, she pursued a Master of Public Administration from George Washington University, specializing in program evaluation.
Jessica is more than an evaluator. She brings a practitioner’s mindset, understanding how change happens in real-world systems and how to align evaluation with the daily realities of those delivering and receiving services.

His expertise in strategic foresight and change management ensures that Bloom's clients are not only prepared for the future of education, but are actively shaping it, particularly in areas like Artificial Intelligence integration and sustainable growth initiatives.
Danica Brown, PhD
Dr. Brown specializes in qualitative research methodologies and community-centered program design. With a Ph.D. in Sociology, Danica excels at uncovering the rich narratives behind data, ensuring that evaluation findings are not only statistically sound but also deeply reflective of the lived experiences and voices of the communities served.
Kathleen Jarman, M.Ed
Kathleen holds an Ed.M. in Education Policy & Management from the Harvard University Graduate School of Education, where she co-led the Rural Educators Alliance to advocate for the structural needs of rural school systems. Kathleen brings experience as an Education Policy Fellow with the Rennie Center for Education Research and Policy, keeping Bloom at the leading edge of the legislative and structural shifts shaping the future of education.
Sylvia Otieno, MPA
Sylvia Otieno, MPA, is a seasoned international development and program evaluation professional operating at the vital intersection of global health, community-led development, and multi-stakeholder partnerships. Holding a Master of Public Administration from the Trachtenberg School of Public Policy and Public Administration at The George Washington University, Sylvia specializes in translating complex data pipelines into clear, fundable pathways for organizational growth. She also holds a Bachelor of Arts in International/Global Studies from Towson University.
Kathleen Lis Dean, PhD
Kathleen brings experience with strategic planning, evaluation, and organizational learning and advanced skills in research design, facilitation, and sensemaking across complex, multi-stakeholder environments. Working with with higher education, philanthropy, and non-profit organizations where she has:
Built a strategic learning infrastructure for a community foundation to learn from their grantmaking, align practice with equity, and make better decisions – from redesigning reporting processes to developing a theory of philanthropy.
Designed and facilitated a four-month virtual strategic planning process that helped a project team develop their mission, vision, and values grounded in their organizational strengths.
Led strategy development at the board and senior leadership level at a university and a foundation including mission alignment and institutional planning
Provided strategic planning and evaluation capacity building support to nonprofit clients as an external consultant, including facilitation of board-level strategy sessions and evidence-based decision-making frameworks
Designed and led an evaluation of a university-led, grant-funded innovation ecosystem project – building the framework, instruments, and learning infrastructure to track organizational capacity, partnerships, R&D, commercialization, and community engagement over time.
Zenobia Bryant Antoine, PhD
Zenobia is a mission-driven public health leader and epidemiologist specializing in health equity and data storytelling. Holding a Ph.D. in Public Health, her commitment to anti-racist public health is evidenced by her peer-reviewed publication in the Journal of Women's Health on implicit bias and maternal morbidity and mortality disparities. She is an expert facilitator in data storytelling, focused on shifting narratives and embedding dignity-centered data practices across the field of maternal and infant health.
Health Equity Roadmaps: Conducted a rigorous, mixed-methods organizational assessment using a nationally recognized framework to help a rural health department identify internal systemic gaps and build a data-driven roadmap for advancing health equity.
Workforce Equity Assessments: Designed and led a comprehensive, field-wide workforce assessment for a large scientific nonprofit, blending quantitative metrics with qualitative data storytelling to create a first-of-its-kind baseline for moving from performative diversity initiatives to structural equity and accountability.
Community-Led Data Infrastructure: Designed and led Frederick County's first-ever culturally grounded Black Health Survey to capture the holistic lived experiences of Black residents and translate that community-led data into strategic infrastructure for health equity and funding
